Code of Good Governance for the Profession in the Philippines

This Code is adopted by the Professional Regulation Commission (PRC) and the 42 Professional Regulatory Boards to cover an environment of good governance in which all Filipino professionals shall perform their tasks. While each profession may adopt and enforce its own code of good governance and code of ethics, it is generally recognized that there is a general commonality among the various codes. This Code which covers the common principles underlying the codes of various professions could be used by all professionals who face critical ethical questions in their work.

General Principle of Professional Conduct

Professionals are required not only to have an ethical commitment, a personal resolve to act ethically, but also have both ethical awareness and ethical competency. Ethical awareness refers to the ability to discern between right and wrong, while ethical competency pertains to the ability to engage in sound moral reasoning and consider carefully the implications of alternative actions.

Specific Principle of Professional Conduct

1. Service to Others

Professionals are committed to a life of service to others. They protect life, property, and public welfare. To serve others, they shall be prepared for heroic sacrifice and genuine selflessness in carrying out their professional duties even at the expense of personal gain.

2. Integrity and Objectivity

To maintain and broaden public confidence, professionals shall perform their responsibilities with the highest sense of integrity and imbued with nationalism and spiritual values. In the performance of any professional service, they shall at all times, main objectivity, be free of conflicts of interest, and refrain from engaging in any activity that would prejudice their abilities to carry out their duties ethically. They shall avoid making any representation that would likely cause a reasonable person to misunderstand or to be deceived.

3. Professional Competence

In providing professional services, a certain level of competence is necessary, i.e., knowledge, technical skills, attitudes, and experience. Professionals shall, therefore, undertake only those professional services that they can reasonably deliver with professional competence. Corollary to this, it is their express obligation to keep up with new knowledge and techniques in their field, continually improve their skills and upgrade their level of competence and take part in a lifelong continuing education program.

4. Solidarity and Teamwork

Each profession shall nurture and support one organization for all its members. Though a deep spirit of solidarity, each member should put the broader interest of the profession above one’s personal ambition and preference. Through teamwork within a cohesive professional organization, each member shall effectively observe ethical practices and pursue continuing professional development as well as deepen one’s social and civic responsibility.

5. Social and Civic Responsibility

Professionals shall always carry out their professional duties with due consideration of the broader interest of the public. They shall, therefore, serve their clients/employers and the publics with professional concern and in a manner consistent with their reponsibilities to society. As responsible Filipino citizens, they shall actively contribute to the attainment of the country’s national objectives.

6. Global Competitiveness

Every professional shall remain open to challenges of a more dynamic interconnected world. He or she shall rise up to global standards and maintain levels of professional practices fully aligned with global best practices.

7. Equality of All Professions

All professionals shall treat their colleagues with respect and shall strive to be fair in their dealings with one another. No one group of professionals is superior or above others. All professionals perform an equally important, yet distinct, service to society. In the eyes of the PRC, all professions are equal and, therefore, every one shall treat one other professionals with respect and fairness.

OBJECTIVES

1.To enroll the membership and unite all registered electrical engineers and master electricians into one dynamic, national association.
2.To promote the interest and protect the rights of all members in the exercise of their profession.
3.To foster and maintain high ethical standards in the electrical engineering profession.
4.To advance the technical knowledge and encourage technical cooperation among the members through exchange of information, ideas and experience and the periodic staging of technical seminars and other activities.
5.To promote closer ties and fellowship among the members of the profession and with other engineers and associated technologists.
6.To cooperate with other engineering and technical societies and/or with the agencies of the Republic of the Philippines in all endeavors which enhance public service and the common will.
7.To encourage the study of the science of electrical engineering and allied sciences, and to promote their practical applications.
8.To promote and encourage researches in electrical engineering and allied sciences.
9.To give guidance to young electrical engineers, master electricians, practitioners of other electrical trades and students of electrical engineering.
10.To cooperate with the Professional Regulation Commission (PRC), and other government entities and other technical associations in the continuous upgrading of electrical engineering practice and education.

IIEE CODE OF ETHICS

Foreword
The Engineer shall uphold and advance the integrity, honor and dignity of the engineering profession by:
I. Using his knowledge and skill for the enhancement of human welfare;
II. Being honest and impartial, and serving with fidelity the public, his employers and his clients; and
III. Striving to increase the competence and prestige of the engineering profession.

The Fundamental Canons
We, therefore Members of the Institute of Integrated Electrical Engineers of the Philippines, (IIEE), in recognition of the never-ending involvement of our technology, in uplifting the quality of life, and in accepting a personal obligation and dedication to our profession, its members and the communities we serve, do hereby pledge and commit ourselves to the highest ethical and professional conduct and agree:

1. To accept responsibility in making sound engineering decisions consistent with the safety, health and welfare of the public, and to disclose promptly the factors that might endanger the public or the environment;
2. To avoid real or perceived conflicts of interest whenever possible, and to disclose them to affected parties when they do exist;
3. To be honest, objective, impartial and realistic in stating claims or estimates base on available facts
4. To prevent graft and corruption in all its forms
5. To improve the understanding of technology and its advancement, its appropriate application, and potential consequences;
6. To maintain and improve our technical competence and to undertake technological tasks for others only if qualified by education, training or experience, or after full disclosure of pertinent limitations
7. To seek, accept, and offer honest and constructive criticism of technical work; to acknowledge and correct errors; and to credit properly their contributions;
8. To treat fairly all persons regardless of race, gender, disability, age or national origin
9. To avoid injury to other’s life property, reputation or livelihood by false or malicious actions; and
10. To assist colleagues and co-workers in their professional development and to support them in following this Code of Ethics.

IIEE Corporate Seal

IIEE corporate seal was the idea of Engr. Lopez which came from the logo of the Institute of Electrical and Electronics Engineers, Inc. (IEEE). Instead of the single conductor' a symbol of a current transformer was used after seeing it in the Electrical Code. He and Engr. Luis Tomacruz who was then connected with the Manila Electric Company asked some engineers there to draft the IIEE logo. Inscribed on the seal were the name of the Institute, the year it was founded, and a symbol of a current transformer in the center with the numeral "2" at the upper right corner of the symbol to indicate the double nature of "I" and "E" representing IIEE.

IIEE BATANGAS CHAPTER HISTORY

On January 1982, President Marcos directed the IIEE to take place of the defunct Philippine Fire Protection Association in duties and responsibilities relative to the National Fire Safety Council. Since February 1982,IIEE Testing Laboratory was accredited as the testing arm for electrical products of the Product Standards Agency( PSA). From February to March 1982, IIEE offered for the first time a review course for EE Board Exams in Manila. On March 20, 1982, IIEE was awarded by the Philippine Federation of Professional Associations (PFPA) with First Quinquennial Award of Merit for the Enhancement of the Professional. Also approved and implemented during the year were the Life Membership Plan and the addition of Technical Books and Journal, Ways and Means, and Sports and Development Committees. This was the early scenario of IIEE during which IIEE- Batangas Chapter was born June 26, 1982.
